The U.S. Air Force Medical Support Agency, Surgeon General Support Logistics Office, requested that the Naval Health Research Center (NHRC) conduct a proof of concept study to assess the validity and feasibility of using NHRC's medical modeling tool for the development and management of Air Force medical Allowance Standards as a baseline for standardization throughout the services. The primary objective of this study was to provide the Air Force with the ability to validate the clinical requirements of the Medical Gynecological Treatment Team. The Air Force Allowance Standard (AS) addresses the equipment, medicines, consumables, and durables required for a 30-day period. This study was accomplished in two phases. The first phase entailed an understanding of the mission capability requirements in order to (1) understand the operating environment in which the Gynecological Unit Type Code AS is employed, (2) determine the level of care it supports, (3) develop the range of patient conditions the AS must be capable of treating, and (4) better understand its mission scope. Concurrently, NHRC initiated e-mails, teleconferences, and face-to-face meetings with subject matter experts to determine the likelihood of each patient condition occurring. In phase two, following the NHRC process of modeling clinical requirements for field medical facilities, the Estimating Supplies Program database of medical task and supply profiles was used as a template to identify patient conditions appropriate to this capability and to match gynecological supplies to clinical tasks, medical equipment, and supplies.
