摘要

In response to its Presidential and legislative tasking to develop policies and standards for training and professional development of the counterintelligence (CI) workforce, the Office of the National Counterintelligence Executive (ONCIX) embarked on a research study to develop an authoritative description of the CI profession in terms of its core disciplines and associated core competencies, inclusive of key skills and knowledge areas. The findings of this research study establish the basis for linking CI core competencies and requisite knowledge, skills, and abilities to CI education, training, and professional development. There have been some isolated attempts to do this type of research in the past, but these have not concluded in formal reports possessing community validation. This ONCIX study capitalizes on all available prior work in addition to new data acquired through this extensive study. The conclusions put forth in this report are the result of community-wide input, feedback, and validation.
