An Army population-based actuarial model was developed to estimate (forecast) consumption of care in both the Direct Care system and the Purchased Care system. The forecasting model may estimate future allocation of resources for each military treatment facility on a yearly or monthly basis, as well as healthcare demand for each combination of patient's relationship to treatment facility, beneficiary category, patient's age, and gender. The components of the model are based on patient-level data and use historical data for fiscal years 2001, 2002, and 2003. Healthcare utilization and intensity of care for inpatient, outpatient, and pharmacy data were examined. Overall the number of prescriptions and the average cost per prescription increased over the three years. The percentages of high intensity cases for Purchased Care were about twice the percentages of high intensity cases for Direct Care (7% vs. 3/4% for inpatient and 11% vs 4.7% for outpatient). In general, the number of cases increased across the three I years for all systems.
