摘要

The shortage of skilled craft workers in the U.S. has become very apparent within the last several years. The Navy has also faced similar problems in retaining skilled construction workers during this period. Reenlistment rates dropped dramatically for extensively trained recruits during the past several years (Business Week 2001). Attracting, training, and retaining a skilled workforce is a crucial goal to both the civilian and military organizations. A lot of research has been done on civilian construction workers in the United States during recent years. Likewise, the U.S. Navy continually surveys its construction workers in order to keep up with the dynamic nature of military construction work. This research tries to bring together some of these ideas in order to provide recommendations based on the positive attributes of each group.
