摘要

The paper offers guidance in the task of long- and short-range planning for comprehensive special education and related services to young handicapped children. The general participatory planning process outlined here comprises five related activities: obtaining authorization, using a planning team, conducting a needs assessment, formulating a philosophy and goals, and delineating the intervention service. Further, the interrelated components of an intervention service are described within the context of the other community planning activities. These components include child services, family involvement, community awareness and liaison, financial and business affairs, governance, and evaluation.
