The desire to use only proven technology — waterwall incineration — seemed all the more feasible in Syracuse, given the inplace steam distribution system and willing steam customers. The steam potential from the municipal waste within Onondaga County matched the steam demands of the existing University-based market. The county executive was eager to involve county government more directly in an innovative solution to the county's worsening solid waste problems. A successful resource recovery project would erase from the public mind the failure of the shredding technology and the acrimony over landfill acquisition.
