The briefing report presents information concerning the nature, extent, and structure of long-term bilateral grain agreements and countertrade; lists the advantages and disadvantages of employing such policy trading tools; and analyzes and compares selected U.S. and foreign experiences with these agreements and countertrade in the international grain market. The report is in response to increased congressional interest in pursuing alternative grain trading practices as a means of increasing U.S. grain exports.
