The report investigates whether regional cooperation can improve food security in the nine African countries of the Southern African Development Coordination Conference (SADCC). It finds that a risk-reducing strategy aimed at stabilizing foreign exchange variability as well as regional stock is feasible if countries are willing to give up some national autonomy.
