Introduction of computer-assisted learning (CAL) in education will only survive if, and only if, this will have a positive and substantial impact on education. A positive impact has to be translated into 'a gain in the productivity' of the educational system. This can be realized by improvement of the achievements of the students and/or by improvement of the efficiency of the system. Research results show that CAL can produce those gains (Levin, 1984). A substantial impact has to be translated into 'a large-scale introduction' of CAL. This means that CAL will have to be used in every subject area in a systematic and pre-programmed way. A number of combined actions have to be taken in that respect: -availability in schools of sufficient amounts of hardware (by preference standardized towards a common operating system); -sufficient training of teachers; -production of sufficient amounts of courseware, of accepted quality and for reasonable prices; -integration of CAL into the curriculum. If one of these measures fails, the whole innovation will fail. Therefore a combined and integrated 'national approach' is necessary. In the paper the authors are only concerned with one of these activities: the production of sufficient amounts of courseware. The key issue in this respect has to do with the following questions: who has to organize the production process; who has to be involved; what are the interrelationships of the partners in the process.
