This questionnaire was designed to elicit answers to the following basic research questions: (1) What types of measures (including development management) are currently employed by coastal localities to reduce hurricane and storm hazards; (2) How effective are these measures at reducing storm hazards; (3) What are the major characteristics of coastal development, and what are the factors which influence these characteristics; (4) What are the major factors which influence the political acceptability of hazard mitigation measures; and (5) What are the factors which influence the effectiveness of mitigation measures.
