The occupational mobility of older and younger black and white men from 1966-69, 1969-75 and 1966-75 is investigated. From 1966-75, the overall occupational distribution of older men remained relatively constant while overall younger men improved their occupational status. The status differentials between whites and blacks beginning in the same occupation often widened. For younger men this widening slowed while for older men it increased from 1969-75. The business cycle affected the nature of mobility. An econometric model was estimated to study the determinants of occupational mobility. Initial occupational position was the most important determinant. For older men, education contributed to white occupational advancement but not black. For younger men, education helped to explain white mobility during the 1966-69 expansion but had virtually no effect on black mobility during either the 1966-69 expansion or the 1969-75 contraction. For both age groups, training completed during 1966-69 led to occupational advancement but the returns did not continue into 1969-75. Training taken from 1969-75 did not improve occupational status. Expansionary macroeconomic policy is necessary, but likely not sufficient, for improving the job opportunities of workers in the secondary labor market.
