This document presents information on the delivery of public housing services by private for-profit firms under contract with a public housing authority (PHA). It discusses the factors that motivated PHA's to enter into private management agreements and presents the results of interviews with board chairmen, executive directors, and PHA line staff involved with monitoring activities of management firms. Indepth descriptions are given of the different ways that PHA's have combined with private firms to provide maintenance, rental and occupancy functions, tenant services, financial operations, and administrative activities at public housing projects. Appendices contain examples of small housing authority contracts and large housing authority contracts.
