The Urban Institute worked with Employment Service (ES) agencies in Kansas and New Jersey to test whether the provision of cash incentives for ES local offices could improve productivity without reducing employee job satisfaction. Members of the highest-ranking offices after a given six-month incentive period received bonuses of up to $400 per person in New Jersey ($250 in Kansas). An extensive 'before vs. after' evaluation was conducted. This report describes that evaluation and examines the results.
