Excessive pumping of groundwater in Lee County, Mississippi, has caused a serious lowering of the water table. An engineering study has recommended that the area take action to alleviate this situation through conjunctive use of groundwater and surface water. Experience in other areas has shown, however, that there are often institutional barriers to the intergovernmental water planning and management necessary for conjunctive use. It is feared by some observers that similar obstacles might frustrate the effective realization of the engineering objectives in Lee County. This is a report on research concerning the intergovernmental aspects which might affect the implementation of the engineering recommendations. The research focused upon the modification of intergovernmental patterns to provide conjunctive use for Lee County.
