The conference reached very general recommendations on evaluating the performance of multi-institutional systems: The precise definition of performance remained elusive, probably due to inadequate consideration of system aims and philosophy. Participants encountered difficulty on methodology and design of evaluation measures, and on levels of evaluation. Data collection methods tend to produce inaccurate or misleading data which becomes useless to interpret. Time-series comparative case studies of multi-institutional systems, before and after mergers in relation to free-standing hospitals are important means to better understand what actually happens when multi-institutional systems are formed.
