The report discusses the administration of the Government program designed to assist U.S. industries adjust to foreign competition. The review was made to determine whether the current program, as administered, is fulfilling its objectives and to identify areas in need of improvement. At the specific request of Senator John Heinz, GAO also addressed the possible circumvention of import restraints on mushrooms.
