The report discusses the Department of Defense's budgeting and provisioning procedures for spare parts for new weapon systems. It recommends a number of changes in the procedures to make them more cost effective and to provide better visibility for the Congress. The report also recommends a different procurement practice for spare parts which could significantly reduce the overall cost of each weapon system fielded.
