Public/Private Strategies for Involving Small Business in Community Economic Revitalization: A Policy Oriented Analysis

Commercial strip businesses play an important role in maintaining or restoring the economic and social vitality of urban neighborhoods. The problems facing these small businesses are studied through a literature review, interviews, and field visits in 15 cities. Small businesses are frequently undercapitalized and their owners have little training in modern management techniques. This makes such commercial strips extremely vulnerable to changes in economic circumstances. Small businessmen often do not belong to viable business associations. Banking and insurance companies frequently 'redline' declining neighborhoods, making it impossible for small firms located in these areas to get adequate financing or insurance. Active revitalization efforts have been undertaken by 11 cities: Baltimore, Md., Cleveland, Ohio, Hartford, Conn., Milwaukee, Wis., Philadelphia, Pa., Seattle, Wash., St. Louis, Mo., Providence, R. I., Portland, Ore., and Toledo, Ohio. These include storefront improvements; public improvements to streets, sidewalks, and lights; pedestrian amenities such as benches, trees, and trash cans; addition of adequate parking; and improved municipal services. In addition, management help was given through a variety of techniques. In Brooklyn, N.Y., New Orleans, La., and Oakland, Calif., private efforts were restoring neighborhood businesses while Phoenix, Ariz., was developing a neighborhood economy. Each effort is described in detail (charts compare these municipal efforts), and guidelines for future programs are developed based on these experiences.
