Fair and Equitable Treatment: Progress Made and Challenges Remaining

The U.S. Merit Systems Protection Board (MSPB) has a clear mission-to protect Federal merit systems and the rights of individuals within those systems in accordance with the merit system principles. In part, these principles require Federal agencies to recruit 'qualified individualsto achieve a workforce from all segments of society' and to select and advance employees 'on the basis of merit after fair and open competition.' Further, Federal agencies must afford applicants and employees ' fair and equitable treatment in all aspects of personnel management, without regard to political affiliation, race, color, religion, national origin, sex, marital status, age or handicapping condition.' To meet its obligations to report to the President and the Congress regarding whether the Federal Government is meeting these goals, MSPB has conducted research over the years to evaluate progress in these areas. In this report, we summarize results over time from surveys of Federal employees, as well as trends gleaned from Federal workforce data. This report combines these subjective and objective components to provide a more complete understanding regarding how much progress has been made and what challenges remain.
