During FY 2008, the Department of Health and Human Services (HHS) continued to fulfill its charge to protect the health of all Americans and provide essential human services, especially for those who are least able to help themselves. This Citizens' Report presents a summary of key past and planned performance of the Department. In keeping with our Strategic Plan, HHS is making strides in four key areas: 1) Health Care; 2) Public Health; 3) Human Services, and 4) Scientific Research and development.
