The EQUIP1 Cambodia Educational Support to Children in Underserved Populations (ESCUP) Program is a USAID funded initiative designed to improve access to a basic education of quality for marginal groups in Cambodia--namely, ethnic minority children, girls, disabled children, and the poor. ESCUP interventions are implemented in three large adjacent provinces: Kampong Cham, Kratie, and Mondulkiri. Across these three provinces, the program is supporting a total of 151 primary schools from 18 clusters, and 14 lower secondary schools. The overall program design has three overarching technical components--Access and Quality, Teacher Education, and School-Community Partnerships, and a fourth component, Program Management. The programs technical approach includes (1) using cluster and secondary school grants as a means of resourcing schools, (2) using activity menus in the development of school improvement plans, and (3) utilizing local committees such as Local Cluster School Committees (LCSCs) and Local Scholarship Management Committees (LSMCs) to implement activities on the ground. Overall, the program seeks to promote the governments recent adoption of Child Friendly Schools (CFS) as a front line strategy to improve quality in the basic education sector.
