The overall goal was to minimize moral distress in military nurses during crisis military deployments. In this project we developed an instrument to measure the moral distress of nurse officers in the US Army. There were three interrelated phases of tool development and testing. In phase one, the qualitative/conceptual phase, we identified the phenomenon of moral distress in nurses' stories of patient care and specified the major elements of the moral distress construct. We then compared the elements of moral distress in the interview data with the biomedical and nursing ethics literature base, and clarified and expanded statements to achieve conceptual congruence for close to 100 items making components of moral distress operational. In the second phase, the operational phase, we carried out a series of steps in which we obtained content validity of item statements using focus groups and specialists' ratings and developed the prototype tool with administration and scoring procedures. The final phase, the empirical phase, was the testing and psychometric evaluation of the tool.
