摘要

The report first investigates whether energy efficiency or privately-owneddistributed generation are technically feasible methods to enhance the transmission system's adequacy or security. It then investigates potential impacts on California's electricity market design of various methods to incorporate investments in energy efficiency or distributed generation into planning for expansion of the transmission grid. Four options which the Independent System Operator might pursue are examined, followed by recommendations on actions the Independent System Operator and State agencies might take regarding the role of energy efficiency and distributed generation in grid planning.
