This report is provided to the United States Congress in accordance with Section3033 of the Transportation Equity Act for the 21st Century (TEA-21). Section 3033 requires the Secretary of Transportation to conduct a study of the Urbanized Area Formula Program administered by FTA, focusing on the needs of small urbanized areas with unusually high levels of transit service and report the results to the United States Congress. Since the formula apportionments for small urbanized areas do not depend on service levels, such small transit intensive cities receive smaller apportionments of funds than they would if service levels were incorporated into the formula. This study aims to determine whether the formula for apportioning funds to urbanized areas under section 5336 of title 49, U.S. Code, accurately reflects the transit needs of urbanized areas and, if not, whether changes should be made to reflect that fact. This report outlines the formula grant programs administered by FTA, discusses existing and potential transit needs of American cities, and how the current formula factors relate to their needs. The third section of this report characterizes small transit intensive cities-the main focus of this study along with funding issues.
