The Umbrella Study is a region-wide ITS early deployment study focusing on ITS211u001einitiatives, opportunities for ITS applications, and the agencies that make ITS 211u001ehappen. The study is managed by the ITS Task Force, which comprises various local 211u001etransportation agencies involved in ITS. It is these agencies--through this Task 211u001eForce--that are responsible for keeping abreast of the regions ITS activities, 211u001eidentifying ITS opportunities, and providing a forum for communication and 211u001ecoordination of ongoing efforts between the agencies. Currently, there are 40 211u001eongoing, planned, or proposed ITS activities in the region. The level of 211u001einteragency involvement and the status of these projects varies dramatically. The 211u001eWashington D.C. Regional ITS Project Matrix summarizes graphically the potential 211u001eresource and information-sharing opportunities that exist today. The matrix thus 211u001eidentifies linkages across ITS projects that can be used to maximize the 211u001eeffectiveness of a particular project. The objective of this report is to help 211u001eidentify efforts to streamline the ITS decision-making process in the region by 211u001epresenting a catalog of information on projects, agencies, stakeholders, 211u001eopportunities, and other factors important to regional ITS initiatives. Drawing 211u001eon the findings the results of surveys, interviews, and a special workshop that 211u001esought to explore options for the Task Forces role in the Washington D.C. region, 211u001ethis study recommends four sets of activities that can be implemented by the Task 211u001eForce membership without a major financial commitment.
