Thank you for the opportunity to be with you today to discuss our ongoing work onthe Department of Veterans Affairs' (VA) efforts to comply with section 104 of the Veterans Health Care Eligibility Reform Act of 1996 (P.L. 104-262, Oct. 9, 1996). This provision reflects concerns that budgetary pressures and ongoing reorganization within VA might make VA's specialized programs and services for disabled veterans vulnerable to cost cutting. The provision requires the Secretary of VA to (1) ensure that the systemwide capacity of the department to provide specialized treatment and rehabilitative services is not reduced below its October 1996 capacity and (2) provide veterans with reasonable access to such needed care and services. The provision identified four disabling conditions; VA, after consulting with stakeholders, identified two additional conditions.
