Community Context Study of Minors' Access to Tobacco

This project represents the first phase of national study designed to profile therelationship between youth's access to tobacco and the contextual variable that define communities' policies, attitudes, and activities regarding youth and tobacco. The results of the study have implications for local, state, and federal policies and programs. The basic conceptual model postulates that community forces will initiate and/or enhance local enforcement efforts. Enforcement will affect vendor behavior, which then will cause access to tobacco to be restricted for minors and will restrict the use of tobacco by this group. To address the questions raised by the conceptual model, data collection and analysis for this project are conducted in three parts: (1) telephone interviews with tobacco vendors and community leaders, and purchase attempts in store in 20 communities; (2) in-person interview with community leaders in 10 case study communities, and (3) analysis of teen tobacco use data from the 1995 Youth Risk Behavior Study (YRBS), collected by CDD for the same 20 communities.
