Among the many critical issues in health care today, access to health care,satisfaction with health services, and technological cost effectiveness are all major concerns. This dissertation examines these issues from three different perspectives to answer questions concerning problems of minorities, problems of beneficiaries supported by the Medicaid and Medicare programs, and problems deciding how to include the consideration of technological cost effectiveness within the framework of orthopedic clinical decision-making.
