The report provides a review of the Draft Federal Long-Term Monitoring Plan forthe Colorado River below Glen Canyon Dam. The report offers recommendations on how the plan should be improved and states that two critical elements must be added: (1) estimates of the costs of environmental monitoring and (2) firm recommendations for research that will complement monitoring. The committee also recommends that the plan be extensively revised for improvement of clarity, logical cohesion, and degree of specificity with which monitoring requirements are described. In addition, the committee recommends that the monitoring plan include strategies for administration and management of the program.
