摘要

The purpose of the memorandum is to provide guidance on using CERCLA's settlementauthorities to resolve the CERCLA liability of parties who have contributed even less hazardous substances to a site than the de minimis parties the Agency traditionally pursues. These parties will hereinafter be referred to as 'de micromis' parties. The memorandum describes the types of situations in which a Region may find that it is in the public interest to exercise enforcement discretion by offering de micromis settlements. The guidance also explains how to use EPA's existing settlement authority in an expeditious manner to resolve the liability of de micromis parties and to grant them the full extent of contribution protection available under the statute.
