This paper presents a review of issues relevant to understanding the causes andsolutions of substance use that are relevant to schools and school programming. Three areas were reviewed: (a) research on the etiology of substance use among school-age youth, including elementary, middle school, high school, and college-age populations; (b) research on intervention strategies that are school-based; and (c) the use of theory in etiologic and intervention research on school populations. From review of these areas, policy recommendations about research and action for schools and school-age populations have been constructed.
