In June 2000, the State of Alaska Department of Transportation and Public Facilities completed construction of the Whittier Access Project by converting the existing 2.5-mile Whittier Tunnel into the world's only dual-use highway/rail tunnel with one-way reversible highway traffic. Since the tunnel was opened, there has been a significant increase in both highway and rail traffic through the tunnel, which has resulted in occasional delays to both highway and railroad traffic. The objective of this research project is to determine the current and future needs of the users of the Whittier Tunnel; evaluate current schedule and tunnel operations for regulatory compliance and efficiency; develop a visual model to illustrate problems and evaluate possible solutions. This research project concluded that access to the City of Whittier has improved since construction but the tunnel is operated below capacity when switched to highway from rail. It also concluded that the current tunnel schedule is the most efficient schedule to meet combined rail/highway demands and identified the biggest impact on operations-loaded freight trains from Whittier to Bear Valley and Railroad system failures. This research report makes recommendations to reduce delay and improve tunnel operations.
