In its implementation, Musrenbangkelis expected to give equal udopportunity to the society, both male and female, to follow each stage. This research udaims to find out the role and participation of women compared with the men in the udprocess of Murenbangkelas well as to analyze the inhibitory factor of women’s udparticipation in Musrenbangkel.udThe research is a descriptive one supported with the qualitative and udquantitative data. Techniques of collecting data used werein-depth interview and uddocumentation study. The determination of informant was done using purposive udsampling. The informant taken derived from the KelurahanSetabelan party, the event udorganizer of Musrenbangkel, the participants of Musrenbangkel, public figure, as well udas wide society, both women and men, selected based on the research interest and udobjective.udThe result of research shows that the 2007 Musrenbangkelorganization in udKelurahanSetabelan has not been gender-responsive. The implementation of each udstage of Musrenbangkelhas not considered the women’s interest. The 30% quota udconstituting the initial parameter to see the women’s participation in Musrenbangkeludis not achieved. Factors leading to the minimum participation of women including the udwomen’s lack of knowledge on Musrenbangkel, women’s self concept, policy, udwomen’s willingness and capability, as well as cultural inhibition and perception udabout gender. To cope with the women’s minimum participation requires a new udpolicy and a series of activities ensuring the implementation of gender-responsive udMusrenbangkel.The procedure includes: to make the 30% quota of women in udMusrenbangkelas the legitimate condition of Musrenbangkelimplementation, to udattempt a comprehensive socialization about the Musrenbangkelimplementation in udeach society layers, and to give equal opportunity to all parties in each stage of udMusrenbangkel. This procedure, if it can be accomplished, is expected to result in the udMusrenbangkelimplementation that takes both men’s and women’s needs into udaccount.udKeywords: gender equality, participatory development, women’s representative
