A system for managing control of connected devices includes event sensors 1, condition sensors 7, actuators 5 and a control policy decision point 2 as shown in figure 1. The policy decision point collects sensor data and chooses a control policy to use from policy stores 3 and 8. After a policy is chosen, it is executed by the policy execution point 4. Each policy relates to parameters for controlling the operation of equipment. Figure 3 shows the system receives an input 30 which could be referred to as a trigger event and chooses an appropriate control policy in steps 31, 37, 38 and 39. If the input or trigger event is determined to have special significance relating to a special, emergency or master action, event or occurrence then a special policy is chosen from the special policy store 331 and executed. The control parameters defined by the special policy take priority or override the normal control policy parameters for the duration of the special event.
