The object of the present invention is to provide a plant control device and a rolling control device which are capable of selecting a control mode in order to control a state quantity such as e.g. to optimize a sheet thickness deviation on the output side without generating disturbances. The plant control apparatus includes a plurality of controls each selected from and used for controlling the same state quantity, and a control mode selection part that predicts a state quantity after switching the control using an estimated amount of change in a state quantity generated by mutually switching these controls and selects one of the control modes of the control by the controls so that the predicted state variable becomes optimal.
