The present invention relates to an intelligent traffic signal controller for preventing a malfunction, which can stably secure the accuracy of a traffic signal control action since a detection function of an image detector is not degraded even in a weather condition such as rain or snow, and can convert an operation of a corresponding traffic light into an operation mode corresponding to an existing general traffic signal controller while promptly and automatically recognizing a corresponding issue when an abnormality occurs in the image detector to transmit information thereon to a remote integrated management server in real time. According to the present invention, the intelligent traffic signal controller for preventing a malfunction comprises an intelligent traffic signal control module, a housing, a rain sensor, a temperature sensor, a control unit, a detector waterproof loop module, a solar power generation unit, first and second communication modules, and a detector monitoring module (800). The detector waterproof loop module includes a base plate, a forward and reverse rotation motor, a decelerator, a pinion, an awning cover, a rotation driving unit, a heating wire switching unit, a camera module, and a second short-range wireless communication module.
