Systems and methods are provided for generating a flow control plan for a plurality of components (535, 545, 540, 555) in a flow control system. A decentralized multiagent control framework is used to plan and schedule for each agent 550 independently without a central processor 101. Each agent 550 of the multi-agent control framework individually optimizes the local portion of the system as a function of values for one or more parameters. Agents 535, 545, 540, and 555 communicate with other connected agents, sharing values for the parameters. Communication provides negotiation and consensus on the values of shared parameters used by agent 550 to recalculate optimized parameter values for the local portion of the system.
