An initial coin offering (ICO) is a method for developers who develop coins based on blockchain to get development costs. The present invention relates to a platform which provides developers to easily create a smart contract generated during the ICO process. The smart contract provided through the platform comprises: a step of withdrawing some initial development funds when an investment amount is collected through the ICO; a voting step of determining an amount to be paid to investors over a period of time; and a step of distributing development funds to investors at regular intervals by voting. The smart contract also comprises: a voting step where investors decide that development is not going well; and a step to stop paying the investment and recover the investment funds according to a voting result.;COPYRIGHT KIPO 2020
