An objective of the present invention is to provide a responder with a specific and efficient disaster response scenario matched to a disaster situation based on acquired receipt information to efficiently apply an automatic receipt and disaster response system to an existing disaster response institution. According to an embodiment of the present invention, a disaster response information management system according to receipt information of a report of a disaster occurrence is realized by a computing device including one or more processors and one or more memories to store instructions executable by the processors, and comprises: a receipt information generation unit to generate receipt information including at least feature information of a disaster occurrence place and feature information of disaster occurrence properties as information generated by using information inputted via a receipt interface executed and outputted by a receiver terminal including a menu for outputting question information matched to information to be collected to a reporter for a disaster occurrence response when a disaster occurs and inputting answer information for the question information; a response scenario selection unit to use the receipt information generated by the receipt information generation unit to select response scenario information corresponding to the receipt information in response scenario information which is guide information in accordance with the disaster occurrence place and the occurrence properties as guide information supplied to the responder for a previously stored disaster response; and a response information transmission unit to transmit the response scenario information selected by the response scenario selection unit to a responder terminal dispatched a site for a disaster occurrence response.
