A satellite transmitter comprising: K transmission antenna elements; a multiplexing unit for multiplexing each of K digital signals on a frequency axis and then converting the result into a digital signal in a time domain; a digital-analog converter; a PAPR calculation unit for calculating a PAPR pertaining to each of the K digital signals; an inter-beam relative phase calculation unit for calculating an inter-beam relative phase that suppresses the peak power of the transmission antenna elements, on the basis of K PAPRs; an excitation coefficient computation unit for computing K excitation coefficients after update on the basis of the inter-beam relative phase and an excitation coefficient for beam formation; and an excitation coefficient multiplication unit for multiplying each of the K excitation coefficients after update to a received relay signal in a frequency domain and thereby generating a digital signal in a frequency domain for being outputted to the multiplexing unit.
