[Problem] To validly use an empty resource, even when consecutive empty resources are not secured in a cloud. [Solution] This resource reservation management device 10 is provided with: a storage unit which stores the resource capacity of and resource reservation information about a computing machine; a reservation notification unit 11 which receives, from a user terminal, reservation request information including an operation request time slot, an operation time and a request specification as a reservation of a parent lease; a scheduling unit 12 which generates a child lease obtained by dividing the operation time of the parent lease according to the time of becoming an empty resource indicated by the resource reservation information, and sets the child lease to the resource reservation information; a reservation management unit which detects the occurrence of a prescribed event including a stop, a transition, a restart and a deletion of a constructed instance by referring to the resource reservation information; and an instance management unit 15 which transmits, to a computing machine, an instance construction instruction and instruction information according to the detected prescribed event.
