PROBLEM TO BE SOLVED: To promote aggregation of inorganic particles made of a porous material such as bentonite used in a soil solidification method, prevention of diffusion of radioactive substances, decontamination method of contaminated soil, and a method for forming an impermeable layer, or the aggregation. A coagulant for agglutinating inorganic particles and a method for producing the same are provided. SOLUTION: The present invention has a porous structure and has a function of promoting agglomeration of a single inorganic particle having a cation exchange performance or a soil containing the inorganic particle, or a function of assisting agglomeration, and is inorganic. An aqueous solution in which all or part of the inorganic cations in the particles are replaced by at least a cationic polymer, and the inorganic particles are a flocculant for aggregating the inorganic particles and the inorganic particles are dispersed. A cationic polymer is added to the mixture, and the mixture is stirred for a predetermined time, and then the precipitate formed by allowing the aqueous solution to stand is separated from the aqueous solution and recovered for production.
