To provide a training plan creation system, a training plan creation method, and a training plan creation program capable of efficiently creating a training plan for improving a function required for a life behavior, according to a user.SOLUTION: A training plan creation system 1 comprises: an input information acquisition part 211 for acquiring a target of a life behavior set by a user; and a training plan creation part 212 for calculating a recognition force index corresponding to a recognition function for achieving the target, calculating a target index indicating the target recognition force index of the user with respect to the recognition function on the basis of the calculated recognition force index and the training condition of the user, determining a training game for enhancing the recognition function of the user on the basis of the calculated target index, and creating a training plan of the user on the basis of the determined training game and the training condition of the user.SELECTED DRAWING: Figure 1
