Provided is a system for leaching valuable metals from a spent de-nitration catalyst through alkali fusion. The system includes: a supply part including a plurality of hopper tanks supplying a fixed quantity of de-nitration catalysts or alkalis; a transfer part placed under the supply part and mixing the alkalis and the de-nitration catalysts to transfer the mixture; a fusion part receiving the mixture of the alkalis and the de-nitration catalysts transferred through the transfer part, forming a fusion solution by heating the mixture, including an impeller installed therein to stir the fusion solution and a cover plate installed on an inner surface, and discharging the fusion solution to the bottom through a discharge passage formed inside the cover plate; and a particle generating part including a blow unit placed under the fusion part to receive the fusion solution, and generating particles while cooling the fusion solution by taking fluids while the fusion solution is dropping to one side, a scattering unit placed under the blow unit and striking and scattering the dropping particles by tilting a disc rotating at a predetermined speed, and a slope plate placed under the scattering unit and transferring dropping particles among the scattering particles in one direction.
