According to the present invention, an apparatus for designing an optimal wireless backhaul network by selecting a construction site of small cell base station clusters and an operation method thereof can reduce communication failure probability between a macrocell base station and the small cell base station cluster while reducing a facility investment cost and an operating cost to reach desired communication failure probability by determining the construction site of the small cell base station cluster in an arbitrary sub hopping path when the communication failure probability of the sub hopping path included in a representative hopping path is equal to or greater than a predetermined probability.;COPYRIGHT KIPO 2019
