The present invention relates to a disaster and calamity warning method using a satellite image and a disaster and calamity warning server performing the same. Particularly, the disaster and calamity warning method includes the step of: determining a disaster risk expected area in which damage is expected after an evacuation time and a risk signal generation area with a risk signal to expect the disaster and calamity as a central point from a satellite image; and providing a second warning for the disaster and calamity to a user terminal located in a coverage area of a target base station after providing a first warning for the disaster and calamity to a user terminal located in the disaster risk expected area. Accordingly, the present invention can more quickly predict whether the disaster and calamity occur.
