The present disclosure provides a road learning model generation device provided with: a travel history storage unit that stores the travel history of a delivery vehicle that delivers articles; a road information storage unit that stores information about a road; an acquisition unit that acquires information about a delivery range of the articles; a generation unit that generates a road learning model for calculating a road cost indicating delivery efficiency for each of one or more roads included in the delivery range of the articles on the basis of the travel history and information about the road that correspond to the delivery range of the articles; and a road learning model storage unit that stores the generated road learning model in association with the information about the delivery range of the articles.
