The main objective of this proposal is to minimize the inflow of waste, thereby reducing the flow of the Parana River and promoting and accelerating the outflow of the confluence of the Uruguayan and Parana rivers. At the same time, it was suggested that the problem of "sediment accumulation" be clarified, which would be reflected in the reduction of the capacity of the dam and eventually the overloading of the dam structure.
