Methods and systems are provided for managing complaints and reputations in a multi-party data market. The system is managed by an independent external entity to monitor data transactions without bias. The system sees data as goods or resources that are perishable and whose value can decay over time. The system provides new parameters for reputation and liability calculation (based on complaints), for example peer and trust network considerations, peering and transaction history, reputation and liability in case of inactive participants automatically.
