Each of the plurality of edge servers includes a connection management unit that, in the case where it is determined that a subordinate device of another edge server has been switched to own server on the basis of measurement information in the past received from the monitoring target through wireless communication and measurement information at present, updates a connection target table that manages a subordinate device of own server, and transmits the connection target table after the update to the management server.
